Climate change hits people who are already subject to poverty, conflict and violence the hardest—those least responsible for the climate emergency. Yet, very little climate finance reaches communities already facing these complex humanitarian challenges, and when it does, it's usually after the devastation has already occurred.
The Climate Action Account, powered by the UN Central Emergency Response Fund, raises money in advance for urgent life-saving relief and strengthening resilience. These funds are delivered as soon as, or even before, disaster strikes—helping communities face imminent threats and building their capacity to withstand future shocks.

Since 2006, CERF has been at the forefront of global humanitarian action, dedicating $2.5 billion—more than a quarter of its funding—to climate-related emergencies. CERF’s support is especially crucial in fragile and conflict-affected regions, where climate disasters impact three times more people each year, and access to climate finance is limited, putting lives, livelihoods, and food systems at heightened risk.

Launched at COP28 in 2023, the CERF Climate Action Account lets everyone support the delivery of aid quickly and effectively, helping communities before disasters unfold and enhancing their capacity to endure future shocks.
